The easiest way of understanding the difference is training is learning something new - such as new skill like recall or loose lead. Behaviour is much more complex and detailed as an emotion will be driving the behaviour - so will need much longer process to change it. When a dog is driven by emotion they are not able to learn, so a training package will not be suitable.
